A Bill to Finalize Employment Regulations

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

SECTION 1: A Bill to Fix Employment Regulations (Revised) shall be nullified and replaced with this bill.

SECTION 1A: A Bill to Fix Employment Regulations (Revised) shall be defined as: A Bill to Fix Employment Regulations (Revised)

SECTION 2: Citizens of the State of Firestone may hold a maximum of one (1) primary job, and a maximum of two (2) secondary jobs within the State of Firestone. There is no limit to how many voluntary jobs an individual may hold.

SECTION 2A: A primary job shall be defined as a position in a primary department, a secondary job shall be defined as a position in a secondary department, and a voluntary job shall be defined as a position in a voluntary department. All departments are cited below in this bill.

SECTION 3: A primary department shall be defined as any of the following departments:

Firestone State Patrol
Firestone Department of Homeland Security
Firestone State Legislature
Stapleton County Sheriff’s Office
Stapleton County Fire Department
Firestone Bureau of Investigation
Any state/county emergency services department or agency that may be created and approved in the future.
SECTION 4: A secondary department shall be defined as any of the following departments:

Department of Health
Department of Transportation
Department of Public Works
Department of Commerce
Department of Corrections
The Stapleton County Government
Department of State
Department of Justice
Department of Public Safety
SECTION 5: A voluntary department shall be defined as any of the following departments (or otherwise departments not listed in this bill):

Firestone National Guard
Department of Aviation
Peace Officer Standards & Training
Firestone Fire Academy
All State & County Academies
SECTION 6: Any individuals holding a position in the government of the State of Firestone or any county(s) associated with the State of Firestone defined in SECTION 6A may not hold a position in a primary department unless that department is directly affiliated with their position (i.e. Senator and Firestone State Legislature).

SECTION 6A: Governor, Lieutenant Governor, Speaker of the House, Chief Court Justice, Cabinet (except: when allowed below), Senator, House of Representatives, County Executive, Supreme Court Justice, District Court Justice, Appeals Justice, and County Justice.

SECTION 7: Department Directors of any primary department may hold a position in up to one (1) secondary department, excluding the positions of Director or Deputy Director, or the equivalent: (Secretary, Deputy Secretary, etc). They may also hold a position in up to one (1) primary department, being only within the department they direct.

SECTION 7A: Department Directors of any secondary/voluntary departments may hold a position in up to one (1) primary department, while also being able to hold a position in up to one (1) secondary/voluntary department, being only the department they direct.

SECTION 8: Department Directors shall be defined as the Director and Deputy Director(s) of a department, the Secretary and Deputy Secretary(s) of a department, or the equivalent, as furthermore set by the Executive Branch.

SECTION 9: If an individual holds a position that requires them to hold a rank in multiple groups, this law does not prohibit that so long as the position is the same in each of the groups. (i.e. Governor and Commander of the National Guard)

SECTION 10: All members of the Department of Corrections are required to hold a valid POST Certification. All academies of the state shall fall under the Executive Branch. The Governor of the State of Firestone shall be considered the official head of each academy and may make administrative decisions within it. The Firestone Peace Officer Standards and Training academy shall be managed by a Director, nominated by the Governor and confirmed (with a simple majority) by the Senate. The Firestone Infantry Training and Education academy shall be managed by the Firestone National Guard Major General. The Firestone Fire Academy shall be managed by the Fire Chief of the Stapleton County Fire Department.

SECTION 11: If a Department Director of the Department of Public Safety or Firestone Bureau of Investigation are to gain a position in a primary department, they are not permitted to directly punish an individual within that department, however, they may investigate that individual and report their findings to the department head recommending a certain punishment.

SECTION 12: All of the Department Directors, the Executive Branch, and the Governor of the State of Firestone shall enforce this legislation.

SECTION 13: If a Department Director falls inactive in the department in which they direct, which may or may not be due to them determining they have the time to take upon another position in a different department and doing so, shall be grounds for impeachment.

SECTION 14: This legislation shall go into effect immediately after passage from both chambers of Congress.

SECTION 15: All laws in conflict with this legislation are hereby declared null and void.
