The Public Safety Establishment Act
BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:
SECTION 1: The Firestone Department of Public Safety shall be considered a department in charge of overseeing several prominent and notable local police, fire, medical departments and academies within the State of Firestone.
SECTION 1A: The Firestone Department of Public Safety may suspend any employee of any department the Firestone Department of Public Safety has jurisdiction over; as long as they are not the department head of the department in question and a message to the department head has been sent concerning the suspension. Suspensions issued by the Firestone Department of Public Safety may not exceed 20 days unless a message of direct consent for suspension extension is received from the department head in question.
SECTION 1B: The Firestone Department of Public Safety may fire any employee of any department the Firestone Department of Public Safety has jurisdiction over; as long as they are not the department head of the department in question, and a message of direct consent for removal from the department head or the Governor is received.
SECTION 1C: The Firestone Department of Public Safety may issue Public Safety Directives which must be followed by all departments that the Department of Public Safety has jurisdiction over. Should a department head instruct their department not to follow a Public Safety Directive, they shall be subject to impeachment.
SECTION 1D: The Firestone Department of Public Safety may use evidence from any official Firestone Discord(s), or any other third party communication service that may contain an official ch a t. The owner of any official Firestone Discord, or any other third party chat may declare evidence unusable by the Department of Public Safety, if done within a timely manner.
SECTION 1E: The Firestone Department of Public Safety shall have the power to blacklist anyone they should choose from employment within any department that the Firestone Department of Public Safety has jurisdiction over with a plausible and acceptable reason. This shall be referred to as the Public Safety Blacklist. All department heads under the jurisdiction of the Department of Public Safety must have a way of viewing all individuals under the Public Safety Blacklist, as provided by the Department of Public Safety. Shall a department head knowingly accept someone into their department who has been put on the Public Safety Blacklist, the department head in question shall be subject to impeachment.
SECTION 1F: If an individual is on the Public Safety Blacklist, and later becomes a member of a department under the jurisdiction of the Firestone Department of Public Safety, the department head of the department in question is to be notified by the Firestone Department of Public Safety, and be given 48 hours from the time of the notification being sent to remove the individual on the Public Safety Blacklist from their department.
SECTION 1G: Should an individual become blacklisted at the same time the individual in question is apart of a department under the jurisdiction of the Firestone Department of Public Safety, then the procedures within Section 1B shall be used. If the department head and/or the Governor do not give a direct consent for removal, then the blacklist shall be considered null and void.
SECTION 1H: The Firestone Department of Public Safety shall have the power to blacklist anyone they should choose from ride-alongs with any department that the Firestone Department of Public Safety has jurisdiction over, with a plausible and acceptable reason. This shall be referred to as the Public Safety Ride-Along Blacklist. All department heads under the jurisdiction of the Department of Public Safety must have a way of viewing all individuals under the Public Safety Ride-Along Blacklist, as provided by the Department of Public Safety.
SECTION 1I: The Firestone Department of Public Safety shall have the power to investigate and perform audits on any department under the jurisdiction of the Department of Public Safety. This shall be referred to as a Public Safety Audit. Within a Public Safety Audit, the Department of Public Safety is authorized to observe and audit the policies, staff, training, and any other branches necessary to result an effective conclusion on the overall wellness of a department. The Department of Public Safety may send suggestions about how to better perfect and improve a department to the department head in question. All departments must be directly informed that they are under audit; secretive audits and investigations are forbidden.
SECTION 2: The Firestone Department of Public Safety shall have jurisdiction over the Firestone State Patrol, Staple ton Sheriff’s Office, Staple ton Fire Department, Department of Corrections, Peace Officer Standards and Training, and the Firestone Fire Academy.
SECTION 2A: The Governor may add or remove any other Firestone department not included in Section 2 to the jurisdiction of the Department of Public Safety with a plausible and acceptable reason; although at the end of the term in which a department may have been added, its holding will become void. (i.e. if Governor A added Department X to the jurisdiction of the Department of Public Safety and the gubernatorial term ends on April 1st, then upon reaching April 1st Department X shall no longer be under the jurisdiction of the Department of Public Safety)
SECTION 2B: Should the Governor add any other Firestone department not included in Section 2 to the jurisdiction of the Department of Public Safety through Section 2A; and the Department of Public Safety and the newly added department in question both believe the department in question should not be under the holding of the Department of Public Safety, the Governor shall be expected to respond and resolve the issue in an appropriate manner.
