A Bill to Amend an Act
According to the Firestone Laws, the Firestone Department of Public Safety shall be “in charge of overseeing several prominent and notable local police, fire, medical departments and academies within the State of Firestone.” The following are the powers of the department as mentioned by The Public Safety Establishment Act:

The department has the power to suspend any public employee within the children departments for no more than 20 days without the direct consent of the department head. This does not include the department head. Section 1A

The department has the power to dismiss any public employee with the children departments with the direct consent of the Governor and without the direct consent of the department head, or vice versa. This does not include the department head. Section 1B

The department has the power to issue a “Public Safety Directives” and requires all the children departments to abide as such. Should the department head no cooperate, they shall be subject for impeachment. There is no regulation on how the Public Safety Directives can be approved, therefore they do not require the consent of the Governor or any of the Department Heads. Section 1C

The department is allowed to use evidence from any other third party sources, including Discord, unless the owner of such “chatroom” deems that such evidence can not be used. Section 1D

The department has the power to blacklist any individual from all children departments, so long the department head has the ability to view the blacklist, without the direct consent of the Governor. Should the department head willingly accept a blacklisted member, they shall be subject to impeachment. Section 1E

The department has the power to investigate and perform audits on any children department, without the direct consent of the Department Head or the Governor. However, the department head must be notified of such an audit, should they accept or deny. Section 1I

The department has jurisdction over the following departments: Firestone State Patrol, Stapleton County Sheriff’s Office, Stapleton County Fire Department, Department of Corections, Peace Officer Standards and Training, and Firestone Fire Academy. The Governor has the power to add or remove a department from this list only for their term, and such changes will be null and void should their term end.

The Governor has the power to overrule any actions done by the Department of Public Safety, but the department does not need consent for majority of their actions.
There has been a Referendum for the abolishment of the Department of Public Safety, per the Public Safety Referendum Act.
A legislation has been proposed to require a supermajority approval (2/3) from the high command of each children department before implementation, as said in A Bill to Approve Public Safety Directives.
Now that we have all the legislations regarding the Public Safety dissected, here is my two cents. The department has too much power and can be easily mishandled. It is not a well-regulated department, regardless whether the Governor has the power to nullify such actions or not. Before the Governor nullifies an action done by the Department of Public Safety, the harmful effects will have already taken place, should they choose to take such a path. The laws essentially allow for this department to lead any children department however they wish to do so, dismissing the existance of the department head.
The governor is not the correct person to submit your petition. The legislation has been passed by the Legislative Branch within the State of Firestone, and the Governor does not have the power to change such a legislation with a pen and paper. You must lobby the lawmakers and push for an action. Personally, I will approach several lawmakers, including @Innovativemind, to create a legislation nullifying all the Public Safety legislations and establish the jurisdiction of the department from scratch. Additionally, there should be a “check” to each action the Department takes to prevent corruption of any kind.
Personally, I am a public employee within the Department of Homeland Security, a department not within the jurisdiction of the Public Safety. I personally have not been affected by the “acts” of such department, therefore I can not say whether the department is doing a fine job. However, with the sheer amount of complaints from multiple members of Law Enforcement Agencies under the Public Safety Department, I think it is safe to assume that they clearly are abusing the powers entrusted in them.
My final thought, the Governor lost control of the department and lawmakers need to jump on this as soon as possible.
