An Amendment to the UCFA

BE IT ENACTED BY THIS CONGRESS HERE ASSEMBLED THAT:

Section One: The Uniformed Control of Firearms Act shall be defined as: The Uniformed Control of Firearms Act

Section Two: Chapter One, Section Two of the Uniformed Control of Firearms Act currently says: “This commission shall consist of: The Governor, Lieutenant Governor, Attorney General, the Peace Officer Standards and Training Director, a judge of a state circuit, two Department of Justice employees (optional), a member of Congress (optional), and a developer (optional).”

Section Two-B: Chapter One, Section Two of the Uniformed Control of Firearms Act shall now state: “This commission shall consist of: The Governor, Lieutenant Governor, Attorney General, a judge of a state circuit, two Department of Justice employees (optional), a member of Congress (optional), and a developer (optional).”

Section Three: Chapter One, Section Nine of the Uniformed Control of Firearms Act currently states: “Firstly, an individual must attend a Civilian Firearms Certification Training (CFCT) hosted by a certified individual determined by POST. This class shall, in detail, discuss and review this act, as well as any other active firearms legislation. They must be passed by the host, and be summarily background checked. An individual may not be passed by a CFCT class, or granted a CFL generally, if they have a felony arrest or conviction on record. All CFCT certifications shall be documented and kept by POST.”

Section Three-B: Chapter One, Section Nine of the Uniformed Control of Firearms Act shall now state: “Firstly, an individual must attend a Civilian Firearms Certification Training (CFCT) hosted by a certified individual determined by the Attorney General and said individuals kept public record. This class shall, in detail, discuss and review this act, as well as any other active firearms legislation. They must be passed by the host, and be summarily background checked. An individual may not be passed by a CFCT class, or granted a CFL generally if they have a felony arrest or conviction on record. All CFCT certifications shall be documented and kept by the Department of Justice, as public record.”

Section Four: Chapter Two, Section Four of the Uniformed Control of Firearms Act currently states: “Negligent Use of a Firearm shall be the act of using a legal firearm without malice. Any person perpetrating this act shall be guilty of a misdemeanor, and condemned to no more than 120 seconds in jail, a fine of $250, or both. Should one be convicted in a court of law, their punishment shall be to the discretion of the sitting judge.”

Chapter Four-B: Chapter Two, Section Two of the Uniformed Control of Firearms Act shall now state: “Negligent Use of a Firearm shall be the act of using a legal firearm without malice, but in the commission of a crime. Any person perpetrating this act shall be guilty of a misdemeanor, and condemned to no more than 120 seconds in jail, a fine of $250, or both. Should one be convicted in a court of law, their punishment shall be to the discretion of the sitting judge.”

Section Five: Chapter Two, Section Eight shall added to the Uniformed Control of Firearms Act, stating: “No individual may bring a firearm onto private property with labeled signs forbidding it (excluding law enforcement in the execution on their duties), nor shall they be permitted to bring a firearm onto government property unless permitted to by the policy of that property’s respective agency (employees of that agency shall need no policy to do so if it is a law enforcement agency). This shall be Possessing a Firearm on Restricted Property shall be a misdemeanor, and be punishable by 200 seconds in prison in game; upon conviction in court, the punishment shall be at the discretion of the sitting judge. However, should an individual violate this section, and while on the property commit a crime, or have the intent to do so, Possessing a Firearm on Restricted Property shall be a felony, and punishable by 350 seconds in jail in game; upon conviction in court, the punishment shall be at the discretion of the sitting judge.

Section Six: Chapter Three shall be included into the Uniformed Control of Firearms Act, this chapter will detail the Civilian Firearms Certification Training class process, and impose transparency checks on the FFC and its parent organization, the Department of Justice.

Section Six-B: Chapter Three, Section One of the Uniformed Control of Firearms Act shall state: “A CFCT class may be hosted by any certified instructor and must be announced publicly with seventy-two (72) hours in advance. The said announcement must name the place, dress code, time, and similar instructions of the CFCT. No CFCT class may be hosted in private. All CFCT classes must be logged for public knowledge, detailing the instructor, when it was hosted, how many people passed, and a record of those who passed the class.”

Section Six-C: Chapter Three, Section Two of The Uniformed Control of Firearms Act shall now state: “To become a CFCT class instructor, an individual must meet the following requirements: they must have been on the FFC at one point in time, must have a CFCT certification, must have a CFL, and maintain no criminal record beyond citations. Once these conditions are met, the individual may be certified by the Attorney General.”

Section Six-D: Chapter Three, Section Three of the Uniformed Control of Firearms Act shall now state: “Each CFCT class must cover: the Uniformed Control of Firearms Act and this amendment, firearms safety, and field application scenarios regarding when and when not to employ one’s firearm. All individuals must pass and uphold these standards.”

Section Seven: This legislation shall go into effect immediately upon passing both houses of Congress, and be signed into law by the Governor or being veto-overridden by Congress.

Section Eight: This legislation shall be enforced by the Department of Justice, the Firestone Firearms Commission, any law enforcement agency with the power to arrest, and the courts.
