The Census Act of 2022

A BILL

To formally give census duties to the Firestone Department of State


        Be it enacted by the Senate and House of Representatives of the State of Firestone in Congress assembled,

PREAMBLE.

   To formally give census duties to the Firestone Department of State as they already conduct the census, and to retire and replace old legislation regarding the census that is outdated.

§1. SHORT TITLE.

   This Act may be cited as “The Census Act of 2022”.

§2. DEFINITIONS.

   (a) “A Bill to Formalize a Firestone Census” shall be recognized as: A Bill to Formalize a Firestone Census

   (b) The “Firestone Department of State” shall be recognized as: Firestone Department of State

      (b1) The Firestone Department of State may also be referred to as “Department of State” in this bill.

   (c) A census shall be defined as the initial act of gathering information from the public via a questionairre.

§3. NULLIFCATIONS.

   A Bill to Formalize a Firestone Census shall be declared null and void.

§4. CENSUS DUTIES.

   (a) There shall be a State of Firestone census. The Department of State shall administer this census.

   (b) Answering the census is optional. The census shall be open to all citizens of the State of Firestone. The Department of State may make the census available to non-citizens.

   (c) Incomplete censuses shall be recorded, however, if the Department of State sees it fit, providing one’s identity may be required.

   (d) The Department of State shall be required to release aggregate results of the census to the public via a public communications platform freely available to Firestone citizens (ie. Discord) in a timely manner. Individual answers shall be confidential and exempt from public release.

   (e) The Department of State shall conduct at least one (1) and at most four (4) censuses per calendar year. Three (3) months must pass after a census before a new one may be conducted.

§5. CENSUS CONTENT.

   (a) The census shall include the following questions that pertain to the following subjects, but shall not be limited to: Estimated length of citizenship in Firestone, nationality, ethnicity, gender, income, and current occupation(s) in Firestone.

   (b) The census shall not contain questions that may break the relevant platform’s Terms of Service.

   (c) Any questions that gauge public opinion on any political issue shall be prohibited.

   (d) There shall be no questions targeting a particular citizen of Firestone.

§6. ENACTMENT.

   (a) Upon the completion of the constitutionally required processes, this Act shall not enter into effect before January 1st, 2023.

§7. SEVERABILITY.

   (a) Should any part of this Act be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.
