Allow trading or “selling” of firearms and other related criminal tools (like how you can trade commerce items, just expanded to all handheld items)

Maybe give each gun a serial number or something, when an LEO searches you can see the number next to the item, and maybe a criminal dealer option to scratch it off? (for the trading firearms idea). The serial number would just be the user who bought the weapon’s player ID to make it easier

Fish & Game

While V3 features Fishing, it be nice to also have it in V2. Something else to add would be hunting, while game mechanics can be difficult and presents it own challenges you could do what Aigio did, shoot a non moving deer and when you shoot the deer it drops “meat” box, maybe even “leather” box too. These “boxes” you can then sell to a buyer for profit. Wildlife & Wild Game could spark some chain reactions including State Government placing laws like how many a maximum or what months your allowed for open season. These laws however must be enforced. Department of Land & Natural Resources (State Game Wardens) will handle the job. Fed if you reading this, this whole thing will create new types of criminals (poachers) and real enforcements not just bank robbing and traffic laws. -
Forestry
Logging should exist in V2 too, play and test the mechanics before full release in V3. -
Agriculture, Livestock & Rural Industries
(Inspired by the TV Show “Yellowstone”)
There could be some ranch with huge numbers of livestock, livestock that ranchers use to many profit by raising, auctioning, butchering and boom cow meat. Milk and leather exist too. You know who else want to make profit out of it? That’s right… CRIMIALS. Cutting fences and driving a heard out, selling the cows and boom money. You know who stops it? Department of Agriculture (Livestock Agents) -

Game Mechanics
Using car keys to unlock doors, while leaving the door unlocked in normal civilian cars exist it should also exist in other department vehicles. Something that Broadview County has.

Make a system where you have to eat and drink to live - for example, if you don’t eat or drink, you risk dying in the game.

Set up a system enabling the criminal community to buy dogs to help defend themselves against others.

add more jobs accessible to citizens such as: cleaning stores by washing the floor (remove waste from the floor, …) making a fishing job, more delivery jobs like pizza delivery, …

Make a system so that criminals can steal people’s cars by doing something and car alarms go off when they try to steal a car. (This would add more work for LEO)

Make a cleaning system on buildings for DPW, such as removing graffiti from buildings and cleaning dirty windows.

Giving citizens/civilians something(s) interesting/exciting enough to do in the game so v2 gets to the point where the majority of the people in a given server aren’t government or business workers. (since the game is moving away from RP, not entirely but its becoming more and more functional taking away the need). Perhaps the ability to work jobs without joining businesses for money at a reduced rate (to encourage people to join businesses), create a simulated economy that everyone contributes to in some way for dynamic gameplay that would include manufacturing, gathering resources, etc… Basically just combining or getting inspiration from features of Lumber Tycoon and Anomic for regular 'ole citizens while maintaining the government side of Firestone that people enjoy would definitely boost activity and then some.
v3 gets into this a bit with the tree cutting and stuff but uhhhh you just said thats still a WIP so…
TL:DR Give people that aren’t in the government sector (majority of the people in Firestone…) something to do that isn’t crime or roleplaying which barely happens anymore, both in V2 and V3

For scpa you could make us like DOBW except LEO - we patrol the docks, the waters, but make the budget like 15-20 officers to keep it light.
Work with FAA to get more pilots and patrol the heliports
Assist with the bridges, greendale, etc
Plus boat
Patrol GD docks, waterways with cg, Skyway, all the heliports
I wouldn’t even mind that that would be pretty fun honestly, instead of sitting around waiting for v3 @FedoraMasterB98

There are no ports in V2, therefore this does not work. We anyways have Park Service, which does law enforcement and is planned to do MLE duties.

The main thing which is gonna inspire more visitors etc to have fun is gonna be more criminal activities. We have robberies etc but something a little more complex which requires people to think?

I agree. Firestone is a country that is heavy reliance on law enforcement and that makes it hard to get in politics. Almost all Governors had POST. I think more civilian jobs thought the state. You could also make POST easier becuase this is a video game and its supposed to be fun.
