STATE OF FIRESTONE

SECTION I: SEVERABILITY; EFFECTIVENESS

  1. This joint resolution shall be deemed effective once all conditions outlined by the constitution necessary for its passage are fulfilled properly.
  2. This joint resolution shall be enforced by the Speaker of the House, Lieutenant Governor, Speaker pro tempore, and President pro tempore.

     c. A Joint Resolution to Implement Joint Standing Rules shall be repealed.

SECTION II: PROCEDURE

  1. The Presiding Officer (or any other designated individual) has a responsibility to reasonably inform, either through the Firestone State Legislature discord (recognized by the group administration) or the main Firestone discord, when a session (either in-game or an alternate venue) is being conducted.
  2. A majority or simple majority shall be considered one-half (½) of the Ayes and Nays cast, rounded down, +1.
  3. A super-majority shall be considered two-thirds (⅔) of the Ayes and Nays cast, rounded up.

SECTION III: MOTIONS

  1. The motions outlined in the table in Section III shall be jointly recognized by the House of Representatives and Senate of the State of Firestone. These motions may only be utilized, proposed, or submitted during an active session.
  2. Both chambers of Congress (the House of Representatives and Senate) shall have the authority to create their own motions through resolutions that apply to their chamber.
  3. The “Motion Name” column shall refer to the names of motions that a member of Congress may present during an ongoing session.
  4. The “Motion Effect” column shall refer to the effect a motion shall have on the sessions and/or operations of the chamber(s).
  5. The “Second Needed” column shall refer to whether the motion requires a second in order to be considered by the present congresspeople.
  6. The “Vote Required” column shall refer to the vote necessary of the present congresspeople for the vote to pass.
  7. To present a motion, a congressperson in attendance may state, “Motion to” followed by the name of the motion, “I move to” followed by the name of the motion, or any reasonable statement directed at the Presiding Officer that indicates the motion being requested.
  8. If the motion needs additional information, such as but not limited to, the name of an item, a time period, the contents of an amendment, or the name of an individual, the congressperson shall either include it in their motion or provide it when asked by the Presiding Officer. The Presiding Officer has the authority to deny any motion except for a motion to “Override the Chair”.

    Postpone Consideration Postpone consideration of an item or motion being considered until the next session. Yes Majority
    Eject Eject an individual from the chamber floor who is not the presiding officer or a member of the chamber in session. Yes Majority
    Reconsider a Vote Redo a vote on an item conducted during the session. Yes Majority
    Consider Something Out of Order Consider an item on the agenda or docket out of order, queuing it to be considered next. Yes Supermajority
    Rise to a Point of Order Raise an apparent violation of the rules. No None
    Rise to a Point of Information Ask a question about the item currently being considered. No None
    Rise to a Point of Clarification State a fact about the item currently being considered. No None
    Rise to a Point of Personal Privilege Make a request or raise something to the attention of the presiding officer or chamber. No None
    Override the Chair Under Article 1, Section V, subsection IV of the Constitution. Override an action taken by the Presiding Officer or Sergeant at-Arms (or an individual acting in that capacity). Yes Majority
    Call the Chamber Comepl the attendance of online members of the chamber(s) not present. Yes Majority

SECTION IV: ALTERNATE VENUE

  1. Congress may conduct sessions through an alternate venue if they cannot convene in a timely enough manner in-game.
  2. The Firestone State Legislature discord (recognized by the group administration) shall be considered an alternate venue where sessions can be conducted.
  3. For any item or motion being considered at a session in an alternate venue, the margin of votes required for that action to pass (majority or supermajority) of the entire chamber must vote on that item or motion.
  4. Twenty-four (24) hours minimum of debate shall be given before voting starts on an item being considered by the chamber. This shall not apply to motions. This time may be altered by relevant motions.
