PREAMBLE
Studies have shown that a purge helps lower crime, increase happiness, and helps to prevent overgrowth in our population.
A purge will breathe new light into our great nation that is The State of Firestone! It will allow for less crime, by giving criminals an opportunity to do crime without punishment one day; and doing good acts that benefit the government for the rest of their time. Productivity will be increased, as a result.
BE IT ORDAINED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:
SECTION 1.
A purge shall be implemented Into The State of Firestone.
SECTION 2.
“Article IX - Purge Clause”, shall be created to explain all the details about the purge.
SECTION 2A.
“Article IX - Purge Clause”, shall read the entirety of Section 3 of this bill.
SECTION 3.
“SECTION I.
A Purge shall happen once a month, on the 27th of said month, in Eastern Standard Time. During the purge, all criminal acts, including murder, shall be legal for 24 continuous hours. With exception to crimes and other provisions outlined in Article IX. During said time, no emergency services will be available, including Police, Fire, and Medical.
SECTION II.
During a purge, no public and emergency services shall be available nor permitted to operate on team. Operating on team, committing crimes on team, or going on team during a purge shall be punishable with prison time in the state penitentiary, completely up to the court’s discretion. It shall be a felony charge.
This is done because tools provided to public and emergency services are very overpowered, in comparison to civilian weaponry.
SECTION III.
During the purge, crime against Government Officials retaining high CL5 protection status shall not be permitted. Officials retaining CL5 protection status shall include The Speaker of The House, The State of Firestone Governor and Lieutenant Governor, and the Chief Justice. Crime against CL5 Protected Individuals during a purge shall be considered a crime, and result in double the punishment the suspect would normally receive, this punishment may not extend longer than 72 hours.
Consequently, this means people of CL5 status may not participate in the purge, since they are immune. If a person of CL5 status is to participate in The Purge, they shall be actively waving their protections in this section; resulting in any actions committed against them being “blind crime”.
SECTION IV.
The following weapons cannot be used during The Purge: Weapons of mass destruction; Biological Weapons; Any Bombs with more than ½ ton of TNT, or equivalent in power; Pepper Spray or Other Maces; Flashbangs, Gases; the x26 Taser; and any weapons on department teams.
SECTION V.
Any actions committed during a purge, with exception to provisions in this article, shall be void to prosecution and be known as “blind crime”. Conspiring to commit crimes during the purge, ahead of time, will also be void to prosecution and considered “blind conspiracy”. The Judicial Branch will also not be permitted to operate during the purge, nor issue warrants related to a purge, unless in pursuit of provisions under this article.
SECTION VI.
An Announcement Must Be Made By The Department of Public Safety, announcing the start or end of the purge.
SECTION VII.
No Executive Order may affect a purge, with the exception to move the date. This power of moving the date may only be used once a term, whereas, the date is only being moved for that said month.“
SECTION 4.
Upon passage of The House and Senate Chambers, this document shall be effective and binding immediately.
