A Joint Resolution to Regulate the Appointment and Duty of the Clerks of Congress


BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

PREAMBLE. Recognizes how clerks shall be appointed, and recognizes their duty.

SECTION I. There shall be two clerks within the state legislature, one for the Senate, and one for the House of Representatives.

SECTION II. The House of Representatives shall have a clerk, titled the ‘Clerk of the House’, nominated by the Speaker of the House and confirmed by a simple majority vote of the House.

SECTION III. The Senate shall have a clerk, titled the ‘Clerk of the Senate’, nominated by the President of the Senate and confirmed by a simple majority vote of the Senate.

SECTION IV. The Clerk of the House shall be responsible for ensuring that:
i. The House Attendance Tracker is kept up-to-date;
ii. A bulletin is released following a House session no more than four days after its conclusion containing a list of present Representatives and the votes of all present Representatives on legislation, resolutions, motions, or otherwise as brought up as business during the session;
iii. The House of Representatives Trello board is kept up-to-date; and
iv. The Presiding Officer of the House is informed in the event that a rule is broken or if a motion is proposed during a session.

SECTION V. The Clerk of the Senate shall be responsible for ensuring that:
i. The Senate Attendance Tracker is kept up-to-date;
ii. A bulletin is released following a Senate session no more than four days after its conclusion containing a list of present Senators and the votes of all present Senators on legislation, resolutions, motions, or otherwise as brought up as business during the session;
iii. The Senate Trello board is kept up-to-date; and
iv. The Presiding Officer of the Senate is informed in the event that a rule is broken or if a motion is proposed during a session.

SECTION VI. The Clerk of the House may be removed with a simple majority vote of the House.

SECTION VII. The Clerk of the Senate may be removed with a simple majority vote of the Senate.

Section VIII. The “Senate Attendance Tracker” shall be a spreadsheet designated by the President of the Senate. The “House Attendance Tracker” shall be a spreadsheet designated by the Speaker of the House. Moreover, the “Senate Trello board” shall be a Trello board designated by the President of the Senate, and the “House Trello board” shall be a Trello board designated by the Speaker of the House.

SECTION IX. This resolution shall be brought into effect, given that it follows the procedures to do so, as outlined by the Constitution.
