A Charter Amendment to Fix Crises

Preamble: As it stands, Declarations of Crisis require routine extension by the District Council if they are to last for long periods of time, even if the State of Firestone is at war.


BE IT ENACTED BY THE DISTRICT COUNCIL OF THE DISTRICT OF PROMINENCE HERE ASSEMBLED THAT,

SECTION 1. Amendment

Article 6, Section 2 of the District Charter of the District of Prominence currently states:

“Upon the Mayor, Deputy Mayor, or District Council declaring a crisis, the Declaration of Crisis shall be active for at most thirty-six (36) hours. However, if a Declaration of Crisis is ongoing during a State of Emergency declared by the Governor, the Declaration of Crisis shall be extended until a State of Emergency is null. The Mayor or Deputy Mayor may at any point retract a Declaration of Crisis and/or end the period in which a Declaration of Crisis is active. The District Council retains the ability to extend the period in which a Declaration of Crisis is active. The District Council may extend this period through a simple-majority (1⁄2) vote, with a maximum extension of seventy-two (72) hours per vote. Furthermore, the District Council retains the ability to overturn or end a Declaration of Crisis with a simple-majority (½) vote. A Declaration of Crisis shall automatically end if the period in which it is active expires without the Declaration of Crisis being extended or once a State of Emergency ends. The Mayor, Deputy Mayor, and District Council may not declare a new or another Declaration of Crisis for the same reason.”

Article 6, Section 2 of the District Charter of the District of Prominence shall be amended to state:

“Upon the Mayor, Deputy Mayor, or District Council declaring a crisis, the Declaration of Crisis shall be active for at most thirty-six (36) hours. However, if a Declaration of Crisis is ongoing during a State of Emergency declared by the Governor, or while the State of Firestone is at war, the Declaration of Crisis shall be extended until the State of Emergency or declaration of war is null. The Mayor or Deputy Mayor may at any point retract a Declaration of Crisis and/or end the period in which a Declaration of Crisis is active. The District Council retains the ability to extend the period in which a Declaration of Crisis is active. The District Council may extend this period through a simple-majority (1⁄2) vote, with a maximum extension of ninety-six (96) hours per vote. Furthermore, the District Council retains the ability to overturn or end a Declaration of Crisis with a simple-majority (½) vote. A Declaration of Crisis shall automatically end if the period in which it is active expires without the Declaration of Crisis being extended, or once a State of Emergency or war ends. The Mayor, Deputy Mayor, and District Council may not declare a new or another Declaration of Crisis for the same reason.”

SECTION 2. Enactment

This amendment to the District Charter shall go into effect immediately upon passing the legal processes as described by the District Charter.
