A Bill to Revitalize the County Clerk’s Office

PREAMBLE

This bill is to act as legislation to effectively re-vitalize the County Clerk’s Office.

BY VIRTUE OF THE COUNTY CHARTER OF STAPLETON COUNTY THE COUNCIL HEREBY ESTABLISHES THAT:

SECTION 1. DEFINITIONS

a) Executive Order 15 shall be null and void upon passage of this legislation.

SECTION 2. ESTABLISHMENT

a) The County Clerk’s Office shall be established and consist of the following roles:

  • County Clerk
  • Assistant County Clerk

b) The County Clerk’s Office shall be limited to having only three (3) Assistant County Clerks, and one (1) County Clerk.

c) The County Clerk shall be a member of the County Executive’s Cabinet and shall be subject to appointment and dismissal by the County Executive. The County Clerk may also be subject to impeachment/expulsion by the County Council with a super-majority vote.

SECTION 3. FUNCTIONS

a) The County Clerk’s Office shall be responsible for working with the Legislative Body of the County and shall be responsible for maintaining all records of Council Sessions and any legislation in general, and also anything else specified by the County Executive and or further legislation on the County Clerk’s Office.

b) The County Clerk’s Office shall be tasked with releasing a session bulletin at the end of every month, which shall contain the archive of each session called into order that month, showing the presence or absences of any County Council members, votes on proposed legislation, and votes on any nominations.

c) Should the end of the month be reached with a County Council session still ongoing, the Clerk’s Office may put the record of that session for the next session bulletin release.

d) If the County Clerk’s Office has not released the session bulletin by the end of the month, they may be granted an extension by the County Executive.

e) The County Clerk’s Office shall also be tasked to maintain any County Trellos designated by the County Executive.

SECTION 4. LEGALITY

a) Upon passage of the Stapleton County Council and signature by the County Executive, this bill shall be effective as County law immediately.
