[V2] DOH BLS-1 Sirens

The Problem:
Only wail and wail-down sirens work on the rig. Airhorn and the regular vehicle horn don’t work either. Add the sirens and sounds from the fly car for the time being.

Yeah this has been an issue for a while, it’s the same on SCFD’s medics.
