What would really help, is spawns in every city.
To avoid building dealerships in all cities, simply just have a car spawner. Make it where Tourists only spawn in RW to buy a car. Everyone else is scattered, so each city can feel more full.

Would also probably make Redwood less chaotic. WIth it being the spawn city, every time I go there as SCFD people are doing stupid shit and being crazy

tourists should spawn in Arborfield then it should be randomized whether you spawn at prom or cd as a citizen or going off what etry said, high class citizens+ could spawn in prom whereas the middle class citizens spawn in rw?? idk

High Class would spawn in Redwood Housing District obviously. That’s where Firestone’s rich and elite are located.

Its hard for city laws/codes to mean anything cause nobody wants to enforce those things and we amended the constitution a while ago to strip the cities ability to mandate enforcement of laws from superior departments
