Respectfully, its hard to change the culture of an established society.
In this culture cities are already well established as not having much wiggle room.
In order to give them that room you would have to repeal a lot of state laws… which won’t happen unless a lot of people change their opinions overnight (even then you have to handle the interim)…
also even if they did repeal them, city laws often have - not all the time - (from what I’ve seen) legal issues so they would need additional guidance so that the law isn’t dead on arrival…
annndd no one enforces city law… just saying…
so it would be cool to have town halls BUT… again would the cites be able to work overnight? probably not…
people can be surprising but… the odds are not in their favor…
