Has always been done. EX. Warden Palmertae started this policy to shut down the road for a Lockdown A. We have never had an issue before. Now, having to DM the governor every single god damn time we are under attack would be a bit crazy don’t you think? And as Danny just stated:

I just read the Public Property Act; It really doesn’t state you can shutdown a road period. And cause the S.C. ruled the Bridge as public, That policy becomes void.
