AN AMENDMENT TO NERF RICO

PREAMBLE:
The RICO bill, while extremely effective at busting up gangs, is a little too effective. Extremely high citation amounts coupled with their too-frequent issuance have bankrupted criminal groups. While this resulted in lower crime rates, it has also caused decreased activity in Stapleton County. In the interest of increasing excitement for V2 and balancing things for criminals, the Firestone Bureau of Investigation has agreed to shorten the reach of RICO.

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

SECTION 1: The Firestone Criminal Code and the Racketeering Influenced Corrupt Organizations Act (‘RICO’), henceforth referred to as “the RICO Act”, shall be amended.

SECTION 2: Chapter 4, §11, subsection (a1) of the Firestone Criminal Code currently states,

“(a1) The act of Racketeering shall be defined as committing any criminal offense in the furtherance of the goals, objectives, message, or generally agreed upon course of a labeled Criminal Organization. Wearing the uniform of a labeled criminal organization while committing a criminal offense shall also constitute the furtherance of the goals, objectives, message, or generally agreed upon course of the labeled criminal organization, and shall make the perpetrator subject to arrest for this offense.”

Chapter 4, §11, subsection (a1) of the Firestone Criminal Code shall be amended to state,

“(a1) The act of Racketeering shall be defined as committing any criminal offenses considered a Misdemeanor A or above in the furtherance of the goals, objectives, message, or generally agreed upon course of a labeled Criminal Organization.”

SECTION 3: Section 4D of the RICO Act currently states,

“Section 4D: Chapter 4, §11 of the criminal code shall be a Class B felony, punishable by 800 seconds in jail and a fine of $950 in game. The fine may be disregarded when it becomes implausible for law enforcement to actually give the fine.

Section 4D of the RICO Act shall be amended to state,

“Section 4D: Chapter 4, §11 of the Firestone Criminal Code shall be a Class B Felony, punishable by a fine of $200 in-game.

SECTION 4: Section 4E of the RICO Act currently states,

“Section 4E: Chapter 4, §11 of the criminal code shall be considered a special circumstances offense, and be uniquely punishable by no less than three hours in prison, and no more than six hours in prison upon conviction in court.”

Section 4E shall be struck from the RICO Act and no longer enforced.

SECTION 5: Should any clause, subclause, or other section of this legislation be declared null and void or unconstitutional, the remainder of the bill not declared null and void or unconstitutional shall remain in effect.

SECTION 6: Upon passing the required Constitutional procedure, this legislation shall be brought into law.
