An Act to Establish the Department of State

AN ACT
to Establish the Department of State

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. ESTABLISHMENT

(a) The Firestone Department of State shall be established, with the responsibility of conducting diplomatic relations and handling foreign matters with other Ro-Nations and foreign entities.

(b) The Firestone Department of State shall be managed by a Secretary of State, a member of the Cabinet. Should the position of Secretary of State be vacant, the Governor is permitted to designate an individual to be the Acting Secretary of State, for no more than 30 days, who shall assume all responsibility and authority of the Secretary of State until a legitimate one is confirmed by the Senate.

(c) The Firestone Department of State shall be under the Executive Branch of Firestone. The Governor of Firestone is permitted to make administrative decisions within said department as such.

SECTION 2. AUTHORITY & RESPONSIBILITIES

(a) The Firestone Department of State shall have the the authority to conduct diplomatic meetings with another Ro-Nation or foreign entity for a plausible reason. The Governor may overrule and effectively cancel a diplomatic meeting at any time.

(b) The Firestone Department of State is responsible to oversee all ambassadors and foreign officials from other Ro-Nations and foreign entities and ensure they are following all regulations, expectations, and policy set by the State of Firestone.

(c) The Firestone Department of State is responsible for the creation of a foreign policy. This foreign policy must be approved of by the Governor. The Firestone Department of State is responsible for the enforcement of this foreign policy.

(d) The Firestone Department of State is responsible to ensure that the State of Firestone remains prominent within the Ro-Nation community; and, must ensure that the State of Firestone is represented well across other Ro-Nations.

SECTION 3. AMBASSADORS FROM OTHER RO-NATIONS & FOREIGN ENTITIES

(a) The State of Firestone is free to expel and effectively remove any ambassador or foreign official from other Ro-Nations and foreign entities for any reason. This may be done by the Governor; or by the Secretary of State with the approval of the Governor.

(b) All ambassadors and foreign officials must follow all Firestone laws and regulation set by the Firestone Department of State. No foreign official is above the law.

SECTION 4. AMBASSADORS & DIPLOMATIC STAFF

(a) The State of Firestone may send an ambassador to any other Ro-Nation or foreign entity. These ambassadors shall be responsible for representing the State of Firestone in the designated Ro-Nation or foreign entity, and must follow all orders given by the Secretary of State and/or the Governor, where the Governor’s orders shall take priority. All ambassadors must be nominated by the Governor and confirmed of, with a simple majority, by the Senate. The Secretary of State may recommend possible ambassadors to the Governor, however only the Governor shall nominate an ambassador and only the Senate shall confirm said nominee. The position of ambassador is a “primary” and “major” job.

(b) The State of Firestone may send diplomatic staff to any other Ro-Nation or foreign entity, only if an Ambassador has already been sent to such other Ro-Nation or foreign entity. These diplomatic staff may serve any plausible purpose, and shall be supervised by the ambassador sent for such Ro-Nation or foreign entity. These diplomatic staff must follow all orders given by the Secretary of State and/or the Governor, where the Governor’s orders shall take priority. The Secretary of State may appoint diplomatic staff to any other Ro-Nation or foreign entity, and set their purpose. The position of diplomatic staff is a “primary” and “major” job.

(c) The Governor and the Secretary of State may remove any diplomatic staff from their position. The Governor may remove any ambassador from their position; so can the Secretary of State, with the approval of the Governor.

SECTION 5. EMBASSIES

(a) The State of Firestone is permitted to hold an embassy in any other Ro-Nation or foreign entity. These shall be regarded as an Embassy of Firestone. All Embassies of Firestone must be approved of by the Governor of Firestone before they are in effect, along with the consent of the appropriate individual within the leadership of the other Ro-Nation or foreign entity the embassy is being placed in. The Government of the other Ro-Nation or foreign entity is responsible for the protection of the Embassy of Firestone and all officials of Firestone assigned to it, although the State of Firestone may place its own personnel to such embassy for its protection.

(b) Other Ro-Nations and foreign entities outside of Firestone are permitted to hold an embassy within the State of Firestone. These embassies shall be regarded as a Foreign Embassy. All foreign embassies must be approved of by the Governor of Firestone before they are in effect.

(c) An “embassy” is a building that holds representatives sent by a Ro-Nation or foreign entity, including ambassadors and diplomatic staff, with further purposes designated by the Firestone Department of State.

SECTION 6. This legislation shall be overseen by the Governor and enforced by the Firestone Department of State.

SECTION 7. This legislation shall go into effect immediately.

SECTION 8. All laws in conflict with this legislation are hereby declared null and void.
