AN ACT
to Establish Fundamental Speed Regulations

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.

(a) This act shall be informally cited as the “Fundamental Speed Regulatory Act.”

SECTION 2.

(a) All posted regulatory signs, white in color, that are labeled with a designated speed limit shall hereby be enforceable, by law, by law enforcement agencies. These regulatory signs shall be legally binding in the area where posted permanently or temporarily. All persons in operations of a motor vehicle shall follow this law regardless of standing–emergency personnel are only exempt during emergency situations and other reasons established by law.

(b) Law enforcement agencies shall be granted with the authority to issue citations for the violation of speed limits pursuant to Sections 2C and other statutory laws enacted by Congress or local governments with legislative powers enforceable by law.

(c.) In a case of “speeding,” which shall be defined as illegally exceeding the posted limit; law enforcement shall be authorized to use discretion to issue a citation–with a mandated minimum fine of fifteen (15) dollars that would increase every five (5) studs per second (SPS) by ten (10) dollars not exceeding one hundred-five (105) dollars for the first offense.

SECTION 3.

(A) All law enforcement agencies shall be obligated to enforce this legislation. The Executive Branch shall enforce the enforcement of this statue through those law enforcement agencies. The Courts shall have the authority to hear cases and determine, whether guilty or innocent–misdemeanor given that this offense is grounds for prosecution.

SECTION 4.

(a) Upon passage by both chambers of Congress and signed by the Governor, this legislation shall be effective and binding immediately.
