For laws that require warnings for a first offense, it is not possible to do this because the citation books have no warnings on them. Meaning that if I warn someone, the next officer that pulls that guy over will not know that I warned them for that same offense if he does it again, and the warning will continue on and on.
Developers have to add warnings into the citation tool or congress shound remove warnings from all their bills and only list citation or arrest amount or time because it is not possible to enforce warnings.
