A Resolution to Establish Council Motions

BE IT ENACTED BY THE DISTRICT OF PROMINENCE COUNCIL HERE ASSEMBLED THAT:

PREAMBLE: This resolution shall establish and define the motions that may be used during sessions of the District Council.

SECTION 1

The following motions shall be recognized as official motions that may be used during sessions of the District Council. Motions indicated by a (⅘) shall require a super-majority vote (⅘) by the present Councilmen to pass, be accepted and be carried out. Motions indicated by a (½) shall require a simple-majority vote (½) by the present Councilmen to pass, be accepted and be carried out.

SECTION 1A. Opening Motions

  1. Motion to call the council (⅘)

  2. Compels the absence of all online members of the council in session not present within the chamber, including those online and not in-game.

SECTION 1B. Sessional Motions

  1. Motion to recess (½)

  2. Enters recess during a session.

  3. The time of the recess must be specified (i.e. 5 minutes).

  4. Motion to close doors (⅘)

  5. Closes the session off to the public and removes all individuals from the gallery.

  6. The presiding officer may clear individuals to enter and/or stay while the doors are closed.

  7. This motion may only be used if the doors are open.

  8. Motion to open doors (⅘)

  9. Opens the session freely to the public and allows individuals to sit in the gallery.

  10. This motion may only be used if the doors are closed.

  11. Motion to eject (⅘)

  12. Removes an individual from the chamber floor.

  13. This motion may not be used to remove the presiding officer or a member of the council.

  14. Motion to reconsider a defeated motion (⅘)

  15. Redoes a previously defeated motion.

  16. The motion that is to be reconsidered must be specified.

  17. This motion may only be used on motions that were not passed, accepted and/or carried out. This includes motions that failed a vote and motions that were denied by the presiding officer.

  18. Motion to reconsider a vote (⅘)

  19. Redoes a vote previously made during the session.

  20. The vote that is to be reconsidered must be specified.

SECTION 1C. Legislative Motions

  1. Motion to open the floor to debate (½)

  2. Opens the floor to debate.

  3. This motion may only be used when the floor is not open to debate (i.e. while the proposal is being read).

  4. This motion may not be used for a proposal after the floor has already been open to debate on that proposal.

  5. Motion to limit or extend debate (½)

  6. Limits or extends debate time.

  7. The time to limit or extend the debate to must be specified (i.e. “motion to limit debate to 1 second.”) .

  8. It must be specified whether each individual’s debate time is limited or extended or if the whole debate time is limited or extended with the motion.

  9. Motion to move to voting (⅘)

  10. Ends debate or questioning and begins vote.

  11. Motion to amend (⅘)

  12. Modifies a proposal or other matter on the docket on the spot.

  13. The section (or chapter, etc.) that is to be amended must be specified.

  14. The specific amendment that the text is to be amended to must be specified.

  15. Motion to table a proposal (½)

  16. Suspends consideration of a proposal and the proposal is placed on the tabled docket.

  17. The proposal that is to be tabled must be specified.

  18. Motion to take a proposal from the table (½)

  19. Reopens consideration of a proposal and removes it from the tabled docket to the main docket.

  20. The proposal that is to be taken from the table must be specified.

  21. This motion may only be used on proposals that are tabled.

SECTION 1D. Personal Motions

  1. Motion to rise to a point of personal privilege

  2. Allows an individual to make a personal request.

  3. Motion to rise to a point of clarification

  4. Allows an individual to state a fact regarding a proposal.

  5. Motion to rise to a point of information

  6. Allows an individual to ask a question regarding legislation.

  7. Motion to rise to a point of order

  8. Allows an individual to start a query as to whether correct procedures are being followed.

  9. This motion may not be denied by the presiding officer.

SECTION 1E. Concluding Motions

  1. Motion to adjourn (½)

  2. Ends the session.

SECTION 2.

The presiding officer of a session of the District Council shall be responsible for the enforcement of this legislation. The presiding officer shall have the ability to deny any motion from being voted on or being carried out.

SECTION 3.

This Resolution shall go into effect immediately upon passing the process described by the District Charter.
