A Joint Resolution to Number the Bills

Mr. cityuser (for himself, Mr. crankyluke, Mr. ADMIRAL_RICKY, Mr. DiazEdmundo, Mr. L_3ee, and Mr. Baconman1499) introduced the following resolution:


A JOINT RESOLUTION

To number the bills.


         Be it resolved by the Senate and House of Representatives of the State of Firestone in Congress assembled,

SECTION 1. ENACTMENT.

    This Resolution shall go into effect upon the completion of the constitutionally required processes.


SEC 2. SEVERABILITY.

    Should any part of this Resolution be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.


SEC 3. ENFORCEMENT.

    This Resolution shall be enforced by the Presiding Officers of Congress, defined as the Speaker of the House, Lieutenant Governor, Speaker pro tempore, and President pro tempore.


SEC 4. NUMBERING THE BILLS.

    (a) Every piece of legislation shall be assigned a number preceded by a type designation. For the purposes of this Resolution, there shall be three types: bills, resolutions, and joint resolutions. There shall be six different type designations, described below.

         (i) Bills introduced in the House of Representatives shall be designated “H.R.”

         (ii) Bills introduced in the Senate shall be designated “S.”

         (iii) Resolutions shall be designated “Res.” preceded by “H.” or “S.” if it concerns the House of Representatives or Senate, respectively.

         (iv) Joint resolutions shall be designated “J.Res.” preceded by “H.” or “S.” if it was introduced in the House of Representatives or Senate, respectively.

    (b) The numbers of legislation are to be assigned sequentially in the order they are introduced, starting at 1. The next number in sequence for each type designation shall increase independently of other type designations. Two pieces of legislation may have the same number, but may not have the same type designation and number.

    (c) The Presiding Officers of Congress shall ensure that all legislation is assigned the appropriate type designation and number after it is introduced.

    (d) Constitutional amendments, amendments to procedures in the State Courts, and declarations of war shall be considered joint resolutions for the purposes of this Resolution. A nomination is not considered to be a piece of legislation.

    (e) Numbers and type designations shall not be applied retroactively to legislation introduced prior to this Resolution entering into effect.
