A Bill to Revise Motion Majority Requirements
BE IT ENACTED BY THE DISTRICT OF PROMINENCE COUNCIL HERE ASSEMBLED THAT:
PREAMBLE
Some of the voting requirements for motions are too much, lets change it.
SECTION 1
“A Resolution to Establish Council Motions” shall be defined here.
SECTION 2
Section 1B of “A Resolution to Establish Council Motions” currently states: “

Motion to recess (½)
-
Enters recess during a session.
-
The time of the recess must be specified (i.e. 5 minutes).
-
Motion to close doors (⅘)
-
Closes the session off to the public and removes all individuals from the gallery.
-
The presiding officer may clear individuals to enter and/or stay while the doors are closed.
-
This motion may only be used if the doors are open.
-
Motion to open doors (⅘)
-
Opens the session freely to the public and allows individuals to sit in the gallery.
-
This motion may only be used if the doors are closed.
-
Motion to eject (⅘)
-
Removes an individual from the chamber floor.
-
This motion may not be used to remove the presiding officer or a member of the council.
-
Motion to reconsider a defeated motion (⅘)
-
Redoes a previously defeated motion.
-
The motion that is to be reconsidered must be specified.
-
This motion may only be used on motions that were not passed, accepted and/or carried out. This includes motions that failed a vote and motions that were denied by the presiding officer.”
Section 2A
Section 1B shall now state: “

Motion to limit or extend debate (½)
-
Limits or extends debate time.
-
The time to limit or extend the debate to must be specified (i.e. “motion to limit debate to 1 second.”) .
-
It must be specified whether each individual’s debate time is limited or extended or if the whole debate time is limited or extended with the motion.

Motion to move to voting (⅘)
-
Ends debate or questioning and begins vote.
-
Motion to amend (⅘)
-
Modifies a proposal or other matter on the docket on the spot.
-
The section (or chapter, etc.) that is to be amended must be specified.
-
The specific amendment that the text is to be amended to must be specified.

Motion to table a proposal (½)
-
Suspends consideration of a proposal and the proposal is placed on the tabled docket.
-
The proposal that is to be tabled must be specified.
-
Motion to take a proposal from the table (½)
-
Reopens consideration of a proposal and removes it from the tabled docket to the main docket.
-
The proposal that is to be taken from the table must be specified.
-
This motion may only be used on proposals that are tabled.”
SECTION 3A
Section 1C of “A Resolution to Establish Council Motions” shall now state: “

SECTION 4
This District Ordinance shall go into effect immediately upon passing the legal processes as described by the District Charter.
