A Bill to Comprehensively Define the Rights of Applicants

Preamble:
There has yet to be a comprehensive law proposed and passed by the Legislature of the State of Firestone which ensures that citizens who apply to a Government Agency or Private Business, are not discriminated against or falsely denied access to joining said entity. The closest thing that resembles an attempt at protecting our citizen’s is the “Bill to Protect Applicants” Which, to put it politely, was a waste of space on the Legislative Trello Board. Throughout the entirety of this Bill, I intend to leave our citizens better equipped to apply to our very active workforce without fear of unjust denial.

BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:

SECTION 1: A Bill to Protect Applicants shall be considered null and void, and will no longer remain in effect, at the signing of this bill.

SECTION 1A: Any person who wishes to apply to a Government Agency within the State of Firestone shall have the ability to learn more about that department. All government agencies within the State of Firestone- except those whose discord server is not available to the public- must maintain a public query section within their discord servers. Within this channel, a prospective applicant must be able to talk with a designated department employee to have their questions and concerns addressed, should they have any. A department may exercise discretion in the frequency in which they respond to questions, but cannot neglect to adequately provide responses to citizens who seek information about the agency.

SECTION 1B: All Government Agencies who open applications to the public; must maintain an accessible application tracker, which details the current status of a given applicant’s hiring process. At the conclusion of the hiring cycle, the agency must notify the public via a discord message that they are no longer accepting applications at that moment in time. Additionally, a final result for each applicant listed on the tracker must be displayed, in order for applicants to be aware of their outcome. [Refer to SECTION 1C]

SECTION 1C: All Government Agencies who open applications to the public; may not use the actions of a given applicant from any Roblox entity, group, or association, or any real world establishment, that is not expressly or directly related to the State of Firestone, against them in the consideration of their application for employment.

SECTION 1D: All Private Businesses registered by the Department of Commerce, and who open applications to the public; must maintain an accessible application tracker, which details the current status of a given applicant’s hiring process. At the conclusion of the hiring cycle, the agency must notify the public via a discord message that they are no longer accepting applications at that moment in time.

Section 1E: All Private Businesses registered by the Department of Commerce and who open applications to the public; may not use the actions of a given applicant from any Roblox entity, group, or association, or any real world establishment, that is not expressly or directly related to the State of Firestone, against them in the consideration of their application for employment.

SECTION 2: Applicants, Applications, Government Agencies, Application Trackers, Private Businesses, and the Department of Commerce shall be defined as the following;

SECTION 2A: Applicants are to be defined as; people who apply for a Government Department/Agency, or any Private Business registered with the Department of Commerce

SECTION 2B: Applications shall be defined as; a formal way to apply for a department.

SECTION 2C: Application Tracker shall be defined as; any database used to display the hiring process for a given entity, and the current stage of a given applicant within said process.

SECTION 2D: A “Government Agency,” “Department,” “State Agency,” or other reasonable equivalent, shall be defined as; Any official organization recognized and under the direction of the government of the State of Firestone

SECTION 2E: A “Private Business,” “Business,” or other reasonable equivalent, shall be defined as; any organization or entity licensed to operate in the State of Firestone by the Department of Commerce.

SECTION 2F: The “Department of Commerce” shall be defined as the government agency residing within the Department of Commerce Roblox group, within the State of Firestone.

SECTION 3: All State of Firestone Departments and registered Businesses under the Department of Commerce, shall follow this law. Government Agencies and Private Businesses will have a 15 day grace period from the time the Bill is signed, to implement the necessary procedures and practices into place to be in compliance with the law.

A. This legislation shall be enforced by the Governor of the State of Firestone, and the Department Heads of all Government Agencies.

B. The Department of Commerce shall be the primary entity responsible for ensuring that Businesses are in compliance with this law. They will be entitled to issue punishments and other directives to these organizations should they fail to meet the requirements set forth in this Bill; up to and including revoking the licensure of a business.

SECTION 4: Citizens who believe a Government Agency or Private business have violated this Bill are entitled to seek legal recourse against the offending party.

SECTION 4A: Wronged parties may file civil litigation before the Firestone State Courts should they believe they hold legal standing to file a case due to the violation of this legislation.

SECTION 5: This legislation shall go into effect immediately after passing Congress and being signed by the Governor.
