IN THE SENATE OF THE STATE OF FIRESTONE

A Bill to Allow Waterway Closures
Be it enacted by the Senate and House of Representatives of the State of Firestone in Congress here assembled,
SECTION I: TITLE
(a) This bill shall be known, and may be cited as “A Bill to Allow Waterway Closures”
SECTION II: DEFINITIONS
(a) A Bill To Permit Waterway Closures shall be defined here.
(b) The Firestone Park Service shall be defined here.
SECTION III: AMENDMENTS
(a) Section II of A Bill To Permit Waterway Closures currently states, “Maintenance shall be defined as any type of conservation efforts made by the Department of Boating and Waterways. (i.e Mass RP, Construction, Water Testing, etc). Emergency Purposes can be defined as any kind of threat, or emergency, or incident occurring on the said area of the closure. (I.e MVA, Hostage Situations, Evacuations, etc)”
(a1) Section II of A Bill To Permit Waterway Closures shall be amended to state, “Maintenance shall be defined as any type of conservation efforts made by the Firestone Park Service. (i.e Mass RP, Construction, Water Testing, etc). Emergency Purposes can be defined as any kind of threat, or emergency, or incident occurring on the said area of the closure. (I.e MVA, Hostage Situations, Evacuations, etc)”
(b) Section III of A Bill To Permit Waterway Closures currently states, “Waterways Closures & Detours for Maintenance Purposes shall only be issued by the said department’s administration. (I.e Board of Directors, Administration, HICOMM+, etc.)"
(b1) Section III of A Bill To Permit Waterway Closures shall be amended to state, “Waterways Closures & Detours for Maintenance Purposes shall only be issued by the Firestone Park Service command (Chief Ranger, Deputy Director and Director).”
(c) Section V of A Bill To Permit Waterway Closures currently states, “Waterways Closures for Event Purposes shall only be issued by the Department of Boating and Waterways administration in which strict boundaries and rules must be set prior to ensure the safety and security of such event. The Department of Boating and Waterways shall be responsible for coordinating with law enforcement to ensure a safe event environment.”
(c1) Section V of A Bill To Permit Waterway Closures shall be amended to state, “Waterways Closures for Event Purposes shall only be issued by the Firestone Park Service command (Chief Ranger, Deputy Director and Director) in which strict boundaries and rules must be set prior to ensure the safety and security of such event. The Firestone Park Service shall be responsible for coordinating with law enforcement to ensure a safe event environment.”
(d) Section VI of A Bill To Permit Waterway Closures currently states, “Chapter 7, Section 1, subsection a3 within the Firestone Criminal Code ® shall be established and state, “Watercraft shall be exempt from Chapter 7, Section 1 if a part of an approved event by the Department of Boating and Waterways administration and the Department of Boating and Waterways has made strenuous efforts to organize such event in advance and has taken precautions to ensure a safe and blocked off area from the public in which the race shall only be permitted to be within.””
(d1) Section VI of A Bill To Permit Waterway Closures shall be amended to state, “Chapter 7, Section 1, subsection a3 within the Firestone Criminal Code ® shall be established and state, “Watercraft shall be exempt from Chapter 7, Section 1 if a part of an approved event by the Firestone Park Service command and the Firestone Park Service has made strenuous efforts to organize such event in advance and has taken precautions to ensure a safe and blocked off area from the public in which the race shall only be permitted to be within.””
(e) Section VII of A Bill To Permit Waterway Closures currently states, “The Department of Boating and Waterways, Firestone National Guard Coast Guard, Department of Corrections Marine Division, Stapleton County Fire Department Search and Rescue Division, and all law enforcement agencies shall enforce this legislation.”
(e1) Section VII of A Bill To Permit Waterway Closures shall be amended to state, “The Firestone Park Service, Firestone National Guard Coast Guard, Department of Corrections Marine Division, Stapleton County Fire Department Search and Rescue Division, and all law enforcement agencies shall enforce this legislation.
SECTION IV: ENFORCEMENT
(a) This bill shall be enforced by any relevant parties.
SECTION V: SEVERABILITY AND ENACTMENT (LAST SECTION)
(a) Should any part of this bill be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.
(b) This bill shall be entered into effect after completing the constitutionally required process.
