To be fair, you could make this argument for alot of things also. Helicopters, spike strips, automatic weapons, unmarked units, grenades (flashes, smokes, teargas), you get the idea. Whats one thing thats common amongst all of the things I listed including boats? Uniqueness.
Each of the items I listed, including boats, are unique to a particular group of individuals with specialized training on using said tools. If we did what you’re suggesting and give every LEO access to even one of these unique tools, you will severly hurt what balance there is between LEO and Criminal roleplay. Take a moment to visualize how bad the gameplay would become for criminals if every LEO had access to an MP5, for example. Real life LEA’s do this too, believe it or not. Not every LEO can hop in a boat or take to the skies, or get in an undercover charger and wear civi cloths on a patrol.
It’s not impossible to join the Coast Guard. It’s even less hard to join the Marine Division. If you would like access to specialized equipment, then apply to the departments and divisions that offer them.
Or, alternatively, just page 'em. Pagers exist for a reason; to get ahold of needed resources. Yes, sometimes someone might have to queue, but Firestone queues dont take hours to get through. If you don’t wanna page CG or MD yourself, have someone who’s employed by DOC or FNG do it for you.

Hostage sits on waters are actually pretty rare. Regardless, as someone who is in both SWAT and CG, I can tell you it’s not that big of a problem. In fact just an hour ago someone took a hostage on a boat, SWAT paged CG, and in 2 minutes 4 MSRT members joined. Whole sit was c4 in about 5 minutes.
