[V2] RW Pier Spawn Problem

The Problem:
It seems everytime I attempt to spawn a boat at Redwood Pier it just doesn’t wanna spawn, instead when I go over to Greendale I find the boat already spawn.

Expected Result:
Simple fix maybe? When I click to spawn the boat at Redwood I EXPECT the boat to spawn AT Redwood.
