The Problem:
If you attempt to respawn your vehicle while it is being impounded, the system prevents you.
A lot of players leave the game and join back right after to avoid impoundment, which should be prohibited.
Expected Result:
Considering the system prevents vehicle respawning while impounding is in process, it is clear that leaving to avoid impound is not an intended feature or behaviour.

Please implement this and if they leave to avoid impound us DOT should still get our $200 bonus per car we impound!

vehicles get properly impounded now? not just moved to some lot?
yes its a pretty recent update - DOT employees choose a reason for the vehicles impound and the price to get it back varies based on the reason, the highest price that a vehicle is impounded for is 10% of the vehicles value

make it so if someone leaves after the impound icon shows up on their car, the vehicle just gets auto impounded, people keep leaving when i try to tow their car and its annoying, also on the impound menu it says it should be auto impounded, yet it isnt
