In the same way officers who have suspects in cuffs are protected from damage (punching, melee, guns), officers should be protected while actively filling out a citation. Obviously, people who abuse it should and will be punished, the same way officers who unnecessarily hold citizens in cuffs can be punished. It’s just stupid how easy it is to ambush an officer while they’re just trying to do one of the most simple parts of their job which is filling out citations. I often find myself having to fill out the LOVID of a citation on a notepad before entering the GUI just so I can copy and paste it to get it done as quickly as possible.

It’s not about how long it takes me to issue a ticket, it’s about how annoying some crims are and how quickly they can pull up on a scene and start blasting while I’m just minding my own business.

Because there’s legit like five whole traffic offenses LEOs regularly use, all but one of which employs a set fine with no increase based on whatever. Like it shouldn’t take you more than like 15 seconds to issue a citation in the vast majority of instances.
Like the bottom line is this is just salty. For one, it shouldn’t take you that long to issue a citation. The cuffs immunity exists because arrests CAN and often times should take a bit, and we had the issue like crims asking for a supervisor to slow shit down so they could get an ambush. It’s a ticket dude. Making you magically immune because you click a person or car is absurd and perfect for abuse; at least with cuffs you actually have to nab someone. Lastly, unlike arrests, the stakes aren’t really worth it? Like oh no, someone doesn’t get their $50 red light ticket, crime will run rampant! Like losing a guy who’s gonna get 900 seconds after a like 20 minute pursuit because his friend gunned you and him down, completely infuriating bullshit, glad we don’t have that anymore. But dude, it’s a ticket. The 100 some dollars for that reckless driving ticket on the crim who has a six figure bank account ain’t gonna do anything of value.
I don’t think anything is stopping you from detaining by placing an individual in cuffs then issuing the citation.

It’s less about the person escaping and more about something you literally brought up yourself. Crims ambush cops all the time for no reason. I don’t issue citations much anymore because Fed declared FBI cannot do traffic enforcement (not mad about that at all tbh), but when I was in FSP I was very reluctant because of how often I would get ambushed just for issuing a speeding citation. Is it a big deal that the person doesn’t get their $50 ticket? No, not at all. But again, this isn’t about that. In fact, I never even suggested that it should freeze the individual in place. It’s solely to give the cops a layer of protection while filling out citations which is totally reasonable. I already made it a point to say that those who abuse it should and would hopefully be punished, same way people who abuse cuffs are.
Also, do we not want cops to be thorough in their duties? If anything, adding protection to cops filling out citations would allow them to make sure they’re doing their job properly; charging the individual for the proper infractions and their respective amounts. Why do we have an issue with that?

What I’m saying is an actually competent officer shouldn’t need to take a minute and a half to issue a speeding ticket. Like once again, it’s a whole like four traffic crimes and their penalties you have to actually remember. I know damn near the entire criminal code to the point as a beat cop I could do an arrest in two minutes or less absent special circumstances–never sued, never DPSed. The bottom line is if you’re decent at your job, this issue is mitigated quite a bit.
When I say no reason I mean they’re ambushing a cop for the purpose of ambushing a cop. They have no involvement in the scene other than to shoot a cop for fun. And I don’t doubt you have the entire traffic act and criminal code memorized, but most people don’t.
Tbh this isn’t a hill I’m willing to die on, I just don’t see the harm in protecting officers for 1-2 minutes of an interaction while they perform one of the core part of their duties.
