Some departments that aren't in game should be voluntary departments

So some departments that aren’t in-game should be voluntary departments because most people won’t join them (not saying all people won’t join) but if departments like Department of Commerce became voluntary, it would be good because it’s not in-game and it wouldn’t take someones secondary spot.
