Move county facilities to Arborfield

I think the county seat, SCSO headquarters, and other county facilities (like the county court which Fed might have confirmed?) in V3 should be moved to Arborfield

• V2 county building is in Arborfield, would make sense to keep things similar
• FBI, PDP, FSP, and FNG are already all in Prominence, possibly making law enforcement cluttered
• Brings more RP opportunities to Arbor, whereas there’s already a lot in Prom
• Puts SCSO closer to Hillview, an unincorporated area they are tasked with patrolling

Here’s some spots where they could go:

Next to the townhomes

Next to Arbor Gas/ 401 Exit 18

And a ton of space on this side of the highway
