Let us buy custom plates when the car is already bought

i would like to see where you can have buy a custom plate on your when you already bought it because you only get a custom plate when you are buying a new car.

For v2 I believe envelope said it’s impossible because how the cars are scripted, but this could be cool for v3

i mean nothings ever impossible just takes some rescripting
but yes would be a very nice feature
