Funding a business can be quite expensive and pretty hard if you own a business that doesn’t return profit (businesses that offer services rather than products), its even harder if the business owner doesn’t hold a job outside of the business.
I think it would be a good addition for DOC to create a grant system where a small business owner can request a grant for up to said fsd (10,000 fsd for example), obviously this can be exploited however limitations would be placed.
There would be needed requirements to obtain such grant, however they shouldn’t be impossible to achieve (requirements such as, 10+ employees within the business, business older than said week/month, activity, etc)
The grant can be funded by the chairman, dep sec and/or sec as they earn/have enough money
you don’t need any FSD to start a business??? to pay employees, you should have enough already once you start a business.

businesses such as Iconic have actually worked to get donations and proven themselves worthy of one, no one would want to just randomly give 10k FSD to a random, new business

Very easy to abuse, people can request a large amount of money and abandon the business.
Many businesses are dead, with a bad command/administration, few employees, awful activity.
