The Problem:
Cannot apply for a license or view FFC Database in the Firearms Centre game, despite being a Law Enforcement Officer

Expected Result:
Being able to apply for a license and view the database

Reproduction Steps:
Joining the game and clicking on the buttons.

We have had similar issues with whitelisted citizens as well.
