There is a few ways to achieve such a goal but here is my favorite:
Communism!
If we were to actually achieve real %100 Marxism Communist ideals, which would be very difficult, then there would be no government to govern the people! Just the people helping out the people! Without a government, there is no corruption to be had. Thus, it is a simple, yet difficult way to achieve no corruption.
