Bringing back the topic on "Suspect in Cuffs"
So, this would be a nice feature to have in many certain situations. Let’s say it’s a fight and we needed stories from all sides and we don’t know who the actual threat is, this would help a lot. Also if you don’t time to search someone because it’s chaotic, you can cuff them really quick and put them in your vehicle. Overall, I think it would be a cool feature and would be useful, instead of saying -cuffs- and pretending that a guy is cuffed.
-Limit LEO’s 2 Cuffs (1 should be fine)
-Make them not able to run as fast when holding shift
