A BILL

to Empower Covert Operations

PREAMBLE: Currently FBI is not protected from citations for driving against existing traffic laws when carrying out covert operations. The purpose of this law is to further protect undercover law enforcement from receiving citations for necessary driving techniques whilst carrying out their operations.

SECTION 1.

a. This Bill may be cited as the “Covert Driving Protection Act” or “CDPA”.

SECTION 2.

a. This act shall immediately take effect after it has gone through the constitutionally required processes.

SECTION 3.

a. The ‘FBI’ or ‘Firestone Bureau of Investigation’ shall be defined as: Firestone Bureau of Investigation - Roblox

b. An “Undercover FBI Agent” is an agent of the Firestone Bureau of Investigation who is actively engaged in plain-clothes operations and uses undercover vehicles to maintain a covert identity.

SECTION 4.

a. Undercover FBI agents may temporarily violate any and all traffic laws without penalty when engaged in official duties without the utilization of emergency lights or sirens, provided that:

i. The violation of traffic laws is essential for the effective execution of their undercover operations, such as surveillance or tracking suspects.

ii. Adhering to traffic laws could impede the operation or increase the risk of compromising the undercover status of the agents.

b. Such violations are permissible only under the following conditions:

i. Minimal Risk: The undercover FBI agents must reasonably assess that there is a low risk of causing harm to any citizen as a result of the traffic law violations.

ii. Direct Threat Mitigation: The violation is necessary to prevent immediate and significant threats to the success of the undercover operation or to ensure the safety of the operation and the agents involved.
