Charter Amendment to Simplify a Declaration of Crisis

Preamble: Simplifying a Declaration of Crisis.


BE IT ENACTED BY THE DISTRICT OF PROMINENCE COUNCIL HERE ASSEMBLED THAT,

SECTION 1

Article VI Section I of the District Charter currently reads,

“The Mayor and Deputy Mayor shall have the ability to declare a crisis, known as a Declaration of Crisis (DoS). The District Council shall also have the ability to declare a crisis with a supermajority (⅘) vote. A crisis may be declared in response to a legitimate emergency, threat, crisis or other type of danger. The Mayor may not declare a crisis to use as a political leverage and it shall be illegal to declare a crisis to blackmail or coerce another person or multiple people. It shall additionally be illegal to blackmail or coerce the Mayor into declaring a crisis.”

SECTION 2

Article VI Section I of the District Charter shall now read,

“A Declaration of Crisis (DoS) may be declared by authorized individuals in response to a crisis, threat, or any severe danger deemed necessary. Authorized individuals with the ability to Declare Crisis is the Mayor, the Deputy Mayor, and the District Council if a supermajority (⅘) vote is met. It shall be unlawful to declare a crisis with personal or malicious intent. In addition, it shall be unlawful to blackmail, bribe, or coerce any individual with the authority to declare a crisis into doing so.”

SECTION 3

This District Ordinance shall go into effect immediately upon passing the legal processes as described by the District Charter.
