AN AMENDMENT
To Assist the CLRC
PREAMBLE: WHEREAS, the CLRC should be provided more time to review bill proposals as their life is a priority and they should not be obligated in anyway to put that aside to review proposals within a day should that day be busy for them.
WHEREAS, the County Clerk shall also be allowed to attach bill submissions to the CLRC.
By virtue of the County Charter of Stapleton County the Council hereby establishes that,
SECTION 1.
This Bill may be cited as “An Amendment to Assist the CLRC”.
SECTION 2,
Upon passage of this act, this Bill shall go into effect as an Ordinance of the Stapleton County Council upon the completion of the legally required processes.
SECTION 3.
For the purposes of this Bill, the ‘Stapleton County Charter’ shall be defined as: “Trello”
SECTION 4.
Article 2, section 8, subsection (d) of the Stapleton County Charter shall be amended.
Article 2, section 8, subsection (d) of the Stapleton County Charter currently states:
“The County Legislation Review Committee shall be responsible for reviewing legislation proposed by
Councilmembers of the Stapleton County Council to ensure it complies with superior legislation before
the legislation reaches the docket of the Stapleton County Council. The County Legislation Review
Committee shall have up to twenty-four hours to approve or deny a proposal, starting from the moment
the County Chairperson or the County Executive provides the Committee with the proposal”
Article 2, section 8, subsection (d) of the Stapleton County Charter shall be amended to state:
“The County Legislation Review Committee shall be responsible for reviewing legislation proposed by Councilmembers of the Stapleton County Council to ensure it complies with superior legislation before the legislation reaches the docket of the Stapleton County Council. The County Legislation Review Committee shall have up to twenty-four (24) hours for at least one (1) member to acknowledge that a proposal has been provided to the Committee for a review, starting from the moment the County Chairperson, County Clerk, or the County Executive provides the Committee with the proposal. The County Legislation Review Committee shall then have up to forty-eight (48) hours to approve or deny a proposal.”
SECTION 5.
Article 2, section 8, subsection (e) of the Stapleton County Charter shall be amended.
Article 2, section 8, subsection (e) of the Stapleton County Charter currently states:
“The County Legislation Review Committee shall be permitted to submit a written request to the
County Chairperson, requesting an extension of voting time, up to an additional seventy-two (72) hours. It shall be at the County Chairperson’s discretion as to whether the extension is approved or not.”
Article 2, section 8, subsection (e) of the Stapleton County Charter shall be amended to state:
“With the approval of a super-majority (⅔) approval from the CLRC, a member of The County Legislation Review Committee shall be permitted to contact the County Chairperson, and provide a brief written request to provide an extension of voting time, up to an additional seventy-two (72) hours. It shall be at the County Chairperson’s discretion as to whether the extension is approved or not.”
SECTION 6.
Article 2, section 8, subsection (c) of the Stapleton County Charter shall be amended.
Article 2, section 8, subsection (c) of the Stapleton County Charter currently states:
“The Stapleton County Chairperson shall be responsible for providing newly written proposals to the
County Legislation Review Committee for review and shall do so within forty-eight (48) hours of the
proposal being submitted. Should they fail to provide the proposal to the committee within the allotted
timeframe, the County Executive shall be responsible for providing the proposal to the committee for
review.”
Article 2, section 8, subsection (c) of the Stapleton County Charter shall be amended to state:
“The Stapleton County Chairperson and/or the Stapleton County Clerk shall be responsible for providing newly written proposals to the County Legislation Review Committee for review and shall do so within forty-eight (48) hours of the proposal being submitted. Should they fail to provide the proposal to the committee within the allotted timeframe, the County Executive shall be responsible for providing the proposal to the committee for review.”
