A Senate Resolution to Fix Impeachment Procedure
To fix the impeachment procedure to ensure a fair trial.

Be it enacted by the Senate and the House of Representatives of the State of Firestone in Congress assembled,
§1. Title
(a) This resolution shall be known, and may be cited as, “A Senate Resolution to Fix Impeachment Procedure”.
§2. Enactment
(a) This resolution shall go into effect as an Act of Congress upon completing the processes constitutionally required.
§3. Severability
(a) Should any part of this resolution be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.
§4. Enforcement
(a) This resolution shall be enforced by any relevant parties.
§5. Definitions
(a) “A Senate Resolution for Realistic Impeachment Trials” shall be defined as Trello .
§6. Proceedings in an impeachment trial
(a) Section 2A of A Senate Resolution for Realistic Impeachment Trials currently states:
“Proceedings in an impeachment trial shall proceed as follows:
- All present Senators will take an oath as stated in SECTION 2C
- The manager(s), the accused, and the accused’s legal counsel, if applicable, shall take an oath as stated in SECTION 2D
- All of the charges will then be read aloud to the chamber by the managers.
- The manager(s) will deliver opening statements first, and present ONLY the evidence in the Articles of Impeachment to the Senators .
- The accused and/or his/her legal team (if applicable) will then deliver opening statements.
- The manager(s) will then have the floor to call any and all witnesses, or discuss the evidence presented should they have no witnesses.
- The accused and/or his/her legal team (if applicable) will have the power to cross-examine any and all witnesses**, and, should the manager(s) discuss the evidence, they can do the same as well**.
- The accused and/or his/her legal team (if applicable) will then present their closing statements.
- The manager(s) will then present their closing statements.
- The floor will then be opened to debates strictly for Senators.
- Once all Senators who wish to debate do in fact debate, the floor will then proceed to a vote.

(b) Section 2A of A Senate Resolution for Realistic Impeachment Trials shall now state:
“Proceedings in an impeachment trial shall proceed as follows:
- All present Senators will take an oath as stated in SECTION 2C
- The manager(s), the accused, and the accused’s legal counsel, if applicable, shall take an oath as stated in SECTION 2D
- All of the charges will then be read aloud to the chamber by the managers.
- The manager(s) will deliver opening statements.
- The accused and/or his/her legal team (if applicable) will then deliver opening statements.
- The manager(s) will then have the floor to call any witnesses and discuss any evidence presented. The manager(s) may only use witnesses and evidence in the Articles of Impeachment.
- The accused and/or his/her legal team (if applicable) will then have the power to cross-examine any and all witnesses presented by the manager(s) .
- The accused and/or his/her legal team (if applicable) will then have the floor to call any witnesses and discuss any evidence relevant to the trial. The accused is not limited to only the witnesses and evidence in the Articles of Impeachment.
- The manager(s) will then have the power to cross-examine any and all witnesses presented by the accused and/or his/her legal team (if applicable).
- The manager(s) will then present their closing statements.
- The accused and/or his/her legal team (if applicable) will then present their closing statements.
- The floor will then be opened to debates strictly for Senators.
- Once all Senators who wish to debate do in fact debate, the floor will then proceed to a vote. Each senators has the absolute right to debate for a minimum of one minute if they so choose.
