A question about 'reasonable suspicion'

Judge Ogax and 69superman have done fine jobs explaining the answer to your question. However, they each had a small discrepancy in explaining when it can be required to present identification.

A Bill to Redefine Consensual Encounters and Detainments as well as the Bill of Rights are two majorly important pieces of law for this line of questioning.

In BOR.XIV, it is stated that a law enforcement officer must have probable cause to search.

In Section 3 of A Bill to Redefine Consensual Encounters and Detainments, it is stated that a law enforcement officer must have reasonable suspicion to detain and probable cause to arrest.

In order to require somebody present identification, a law enforcement officer needs reasonable suspicion per A Bill to Amend “A Bill to Identification Presenting”. The bill which Judge Ogax cited was since amended by the legislature to state that only RS was required as opposed to PC.
