A Joint Resolution to Establish the Congressional Investigations Committee
BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:
Section 1: This resolution will establish a congressional investigations committee that will involve the House of Representatives and Senate.
Section 2: Select members shall be chosen from the House of Representatives and Senate to represent their respective chamber while being in the Congressional Investigations Committee.
The Firestone Congressional Investigations Committee shall crack down on officials part of the executive/legislature/judicial branch who are suspected of breaking the general laws or violating the Constitution/Bill of Rights.
Section 2A: The Congressional Investigations Committee shall consist of a total of eight members. Four from the House of Representatives and Senate. Among the eight members there shall be two Chairman/Chairwoman with both of them being the Lieutenant Governor and the Speaker of the House who both shall count as members of the Congressional Investigations Committee. The Lieutenant Governor shall choose three members within the Senate to be part of the Congressional Investigations Committee whereas the Speaker of the House shall also choose three members within the House of Representatives to be part of the Congressional Investigations Committee. The Lieutenant Governor and Speaker of the House may dismiss a member in the Congressional Investigations Committee within their respective chamber; only members of the committee part of the Senate may be dismissed by the Lieutenant Governor whereas Representatives part of the committee may be dismissed by the Speaker of the House.
Section 2B: In the event of when the Congressional Investigations Committee wishes to open an investigation on an official part of the executive/legislature/judicial branch who is suspected of doing any misconduct within the State of Firestone, then the committee must contain physical evidence of the individual who is suspected of breaking the general laws or violating the Constitution/Bill of Rights. The Congressional Investigations Committee shall conduct an investigation session that’ll be presided by one of the Chairman/Chairwoman of the Congressional Investigations Committee. The Chairman/Chairwoman shall decide amongst themselves of which one of them shall preside over a specific investigation session. Should the Lieutenant Governor agree to preside an investigation session then it shall be held in the Senate chamber whereas should the Speaker of the House preside over an investigation session then it will be presided in the House chamber. The Chairman/Chairwoman who is confirmed to be the presiding officer for an investigation session shall be tasked with summoning members of the committee to attend the investigation session. The official part of the executive/legislature/judicial branch who is under investigation by the Congressional Investigations Committee shall be given the option by the Chairman/Chairwoman of the committee to attend the investigation session; the said official shall NOT be forced to attend.
Section 2C: In order for an investigation session to commence, there must (½) of the committee online and (⅔) of the online committee present. The presiding officer shall not count towards the quorum count. The presiding officer shall commence the investigation session should the quorum requirements be met. The presiding officer shall open the floor to testimonies which will allow the members present in the investigation session including the official(s) part of the executive/legislature/judicial branch suspected of breaking the general laws or violated the Constitution/Bill of Rights to present a testimony. The presiding officer shall be required to ask individual(s) wanting to present a testimony if they wish to take an oath or affirmation depending on if they believe a in god or not. The presiding officer will then ask the following: (Oath): Do you solemnly swear that you shall give the truth, the whole truth and nothing but the truth, so help you God.” (Affirmation): Do you solemnly affirm that the evidence you shall give is the truth, the whole truth and nothing but the truth.” Upon finishing all testimonies the presiding officer shall open the floor to questioning; members of the committee present will have the ability to question the official under investigation. Upon finishing all questions the presiding officer shall then open the floor to debate. After all debates have concluded, the presiding officer shall open the floor to voting; the votes shall require a simple-majority of the present committee in order to pass. If the committee finds that the official under investigation by the committee has indeed committed misconduct/crimes and constitutional or Bill of Rights violations, then the committee shall shall recommend that the said individual be impeached from their respective position and suggest to the House of Representatives of what charges should be placed against the said official under investigation. An official part of the legislative branch shall instead be recommended to be put up for an expulsion within their respective chamber. If a simple-majority cannot be reached then the vote fails and the official part of the executive/legislature/judicial branch shall not be recommended for removal from their respective position.
Section 3: This resolution shall be enforced by the Lieutenant Governor and the Speaker of the House.
Section 4: This resolution shall go into effect immediately upon passing both chambers of Congress.

Section 5: All laws in conflict with this resolution are hereby declared null and void.
