A Bill To Prevent Public Begging

Preamble:The purpose of this bill is to prevent public nuisance via begging and to criminalize some acts of begging.


BE IT ENACTED BY THE DISTRICT OF PROMINENCE COUNCIL HERE ASSEMBLED THAT,

SECTION 1

  1. The Firestone Criminal Code (“CC”, “FCC”, “Criminal Code”) shall be defined here.
  2. “Begging” refers to the act of soliciting or requesting FSD, goods, products or services from others in a public space.
  3. “Public space” includes, but is not limited to, streets, sidewalks, parks, public transportation facilities, and any other areas accessible to the general public.
  4. “Officially registered and legal business” one of which has been approved to operate by the Firestone Department of Commerce.
  5. “goods” is defined as anything with financial value.

SECTION 2

  1. Chapter 9, Section of the Criminal Code shall be created and shall state “§3 Public Begging”.

  2. “Public Begging” shall state the following: The act of requesting, soliciting or demanding FSD, goods, products or services from another person in a public place.

  3. An individual who states they want FSD, goods, products or services through the use of a sign or speech in a public place which isn’t inherently disorderly or targeted at a specific person shall not be charged with Public Begging.

  4. There shall be an exemption from “Public Begging” when there is an individual to individual transaction for goods, products or services which may result in one party receiving FSD (selling or purchasing products).

  5. Public Begging cannot be enforced on private property.

  6. Public Begging cannot be enforced upon an officially registered and legal business in the state or the employees of said officially registered and legal business when said business or their employees are discharging their duties (doing their job).

(#) “Begging” shall be recognized as a Class B Misdemeanor and shall carry a punishment of 100 FSD upon the first offense, 250 FSD upon the second offense and upon the third offense or anything more than that 150-300 seconds within the Firestone Department of Corrections penitentiary.

SECTION 3

This crime shall have the ability to be enforced by any law enforcement officer that operates within the District of Prominence

SECTION 4

This District Ordinance shall go into effect immediately upon passing the legal processes as described by the District Charter.
