Preamble: This legislation is being proposed to allow the APD and other law enforcement agencies to enforce this charge while the city council is in session.
BE IT ENACTED BY THE CITY OF ARBORFIELD COUNCIL HERE ASSEMBLED THAT,
Section 1
“Contempt of the Council” shall be defined as: Trello .
Section 2A
Contempt of the Council currently states, “
(a) Contempt of the Council shall be recognized as an unlawful criminal offense in the City of Arborfield.
(b) The act of impeding the proceedings of the City Legislature or obstructing a committee inquiry, provided that said committee is duly recognized in accordance with the law, shall be deemed as Contempt of the Council of Arborfield. Any individual who, when summoned before the Council, knowingly and intentionally fails to fulfill their obligations or who, having duly presented themselves, declines to respond to any relevant inquiry on the matter under investigation shall be deemed to have committed this offense.
(c) An individual may only be imprisoned for this crime through conviction in a court of law.
(d) The City Attorney may propose a charge for an individual subject to valid evidence.

Section 2B
Contempt of the Council shall now state, “
(a) Contempt of the Council shall be recognized as an unlawful criminal offense in the City of Arborfield.
(b) The act of impeding, disturbing, obstructing, or interfering with the proceedings of the City Council or obstructing a committee inquiry, provided that said committee is duly recognized in accordance with the law, shall be deemed as Contempt of the Council of Arborfield.
(c) Any individual who, when summoned before the City Council, fails to appear or respond to any relevant inquiry on the matter under investigation shall also be deemed to have committed this offense.

Section 2C
Contempt of the Council may be enforced by law enforcement with a 450 second jail time or a citation ranging from 30-150 FSD depending on the severity. The “COURTS ONLY” label shall be removed from the offense.
Section 3
This legislation shall go into effect immediately upon passing the legal processes as described by the City Charter.
