A Bill to Fix Inferior Government Cabinets

To fix the issue created that cabinet’s of inferior governments had the Fairer Employment Act govern the operations of their respective cabinets, therefore removing the autonomy of the inferior government’s ability to manage their own cabinet and executive administration. This bill fixes this issue, creating the same autonomy as the Governor of the state for inferior governments for agencies within their jurisdiction.

Be it enacted by the Senate and the House of Representatives of the State of Firestone in Congress assembled,

§1. Title

(a) This act shall be known, and may be cited as, “A Bill to Fix Inferior Government Cabinets”

§2. Enactment

(a) This Bill shall go into effect as an Act of Congress upon completing the processes constitutionally required.

§3. Severability

(a) Should any part of this Act be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.

§4. Enforcement

(a) This Act shall be enforced by any relevant parties.

§5. At-Will Directorate Hereby Established

(a) The heads of executive departments, offices, and agencies of Stapleton County may be relieved of their duties and privileges of office at any time the County Executive decides, providing it does not violate the Bill of Rights or relevant statute protecting individuals from discrimination. Further, the County Executive may discipline or sanction any employee within the jurisdiction of the County Executive however must comply with any appropriate legislation governing disciplinary action if applicable, such as employment rights, and the Bill of Rights.

(b) The heads of executive departments, offices, and agencies of any municipality of the State of Firestone may be relieved of their duties and privileges of office at any time the respective municipality’s Mayor decides, providing it does not violate the Bill of Rights or relevant statute protecting individuals from discrimination. Further, the respective municipality’s Mayor may discipline or sanction any employee within the jurisdiction of said Mayor however must comply with any appropriate legislation governing disciplinary action if applicable, such as employment rights, and the Bill of Rights.

(c) Both the County and its municipalities are allowed to enact Charter (or similar) amendments that control the authority of the County Executive and municipal Mayors to remove cabinet members, assuming these regulations are not less lenient than this law.
