A Bill to Establish the Stapleton County Weather Service (SCWS)

PREAMBLE

Acknowledging the need for a reliable and consistent source of weather information for the residents and various services within Stapleton County, and recognizing the potential for severe weather to impact the safety and daily activities of our citizens;

BY VIRTUE OF THE COUNTY CHARTER OF STAPLETON COUNTY THE COUNCIL HEREBY ESTABLISHES THAT:

SECTION 1.

(a) The Stapleton County Weather Service (SCWS) shall hereby be established.
(b) The SCWS shall hereby be recognized as an official department of Stapleton County; and shall serve under the County Executive Branch.
(c) The SCWS shall be recognized as a voluntary department dedicated to meteorological services within the county.
(d) The SCWS shall be led by a Director, a departmental-level position that reports directly to the County Executive. The Director must be nominated by the County Executive, and pass a County Council confirmation with a simple majority; the Director may be dismissed by the County Executive at any given time for any reason deemed plausible by the County Executive or may be removed through the process of impeachment, as allowed by the county’s governing laws.
(e) The SCWS shall be defined as the following group within the Firestone community here.

SECTION 2.

(a) The SCWS shall be responsible for monitoring meteorological conditions, providing accurate weather forecasts, issuing weather warnings, and advising on the implications of weather conditions for county operations and safety.
(b) The SCWS shall have the authority to conduct research into weather patterns, educate the public on weather preparedness, and collaborate with county emergency services during severe weather events to mitigate risks and manage responses effectively.
(c) The SCWS shall maintain a presence in Stapleton County, offering interactive and informative updates on weather conditions, and shall organize events to simulate weather-related emergency scenarios for educational purposes.
(d) The SCWS shall provide specialized weather reports for county services, such as transportation and public events, to ensure the smooth operation of all county functions in diverse weather conditions.
(e) The County Executive shall have the authority to expand on the duties, responsibilities, and powers of the SCWS as necessary to ensure the safety and well-being of all residents within Stapleton County.

SECTION 3.

(a) The SCWS shall develop and maintain a set of emergency weather protocols to be activated during severe weather events.
(b) These protocols will guide the county’s emergency services in evacuation procedures, opening of shelters, and distribution of emergency supplies.
(c) The SCWS shall conduct regular drills in conjunction with county emergency services to ensure readiness for weather-related disasters.

SECTION 4.

(a) The SCWS shall provide regular reports to the County Executive and County Council on its activities and the status of its objectives.
(b) The SCWS shall maintain a transparent record of its operations, which shall be available for review by the County Council and the public.
(c) Any citizen of Stapleton County shall have the right to submit feedback or inquiries to the SCWS, which shall be addressed in a timely and thorough manner.

SECTION 5.

(a) Upon passage of the Stapleton County Council and signature by the County Executive, this bill shall be effective as County law immediately.
