A Bill to Amend “Congressional Motions”
Preamble: It is clear that sometimes the majority of the chamber wants a motion to pass but the presiding officer prohibits it. This is a safeguard to allow the chamber to override the presiding officer and ensure that legislative business is conducted.
BE IT ENACTED BY THE STATE OF FIRESTONE LEGISLATURE THAT
SECTION 1: Congressional Motions shall be define as Congressional Motions .
SECTION 2: Congressional Motions currently states:

Terminology:
Majority = 1/2 + 1
2/3 = two thirds of the House or Senate
Y = second required
N = second not required
Motions:
To open the floor to debate (Y + majority) – skips reading of the legislation and opens the floor to debate
To table a bill/amendment/resolution (Y + majority) – suspends consideration of a bill and is placed on the tabled docket
To take a bill from the table (Y + majority) – reopens debate on legislation, after it has been suspended
To call the previous question (Y + 2/3) – ends debate or questioning and begins vote
To recess (Y + majority) – time must be specified, i.e “10 minutes”
To amend (Y + 2/3) – modifies a bill on the docket on spot, then is re-read; this is not the same as “To table”
To send back to Judiciary Review Committee (Y + 2/3) – sends the bill back to the Judiciary Review Committee to review the bill
To adjourn (Y + majority) – ends the session until next time
To limit or extend debate (Y + majority) – limits or extends debate time, must also specify time, i.e, “motion to limit debate to 1 second.” must also specify whether each individual debates or the whole debate
To rise to a point of personal privilege (N) – make a personal request
To rise to a point of clarification (N) – state a fact regarding legislation
To rise to a point of information (N) – ask a question regarding legislation
To rise to a point of order (N) – query as to whether correct procedures are being followed
To reconsider a defeated motion (Y + 2/3) – redo a previously defeated motion
To reconsider a vote (Y + 2/3) – redo a vote previously made during the session
To eject (Y + 2/3) – remove an individual from the chamber floor not the presiding officer or a member of the house of congress in session
To call the house (Y + 2/3) – compel the absence of all online members of the house in session not present within the chamber, this includes those online and not in-game

Section 4: This legislation shall go into effect immediately after completing the constitutional procedures.
