A Bill to Aid the Hiring Requirements for APD

Preamble: To fix some minor errors, as well as to boost the hiring numbers and possibly retention rates


BE IT ENACTED BY THE CITY OF ARBORFIELD COUNCIL HERE ASSEMBLED THAT,

SECTION 1

This document shall be legally empowered and binding upon the completion of the process set out by the City Charter.

SECTION 2

Should any part of this document be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.

SECTION 3

“The Arborfield Police Department Act” shall be defined here.

SECTION 4

Section 5(a) of “The Arborfield Police Department Act” currently states:

“(a) The Chief shall have the ability to hire and employ Cadets and Law Enforcement

Officers, as long as the following criteria are met,

(i) They have completed an application that is open to the public;

(1) This may be waived if such individual is filing for reinstatement or receiving

another form of alternate admission, including an invitation.

(2) They have been previously employed in the Arborfield Police Department

(3) The Arborfield Police Department’s training program must be completed by individuals filing for reinstatement or accepting an invitation from the Chief of Police

before they can patrol in the City of Arborfield.

(ii) They hold an active Peace Officers Standards and Training certification; and;

(iii) They do not have any blacklists with the Department of Public Safety.

Section 5(a) of “The Arborfield Police Department Act” shall be amended to state the following:

“(a) The Chief shall have the ability to hire and employ Cadets and Law Enforcement Officers, as long as the following criteria are met,

(i) They have completed an application that is open to the public;

(1) This may be waived if such individual is filing for reinstatement or receiving another form of alternate admission, including an invitation.

(ii) They hold an active Peace Officers Standards and Training certification; and;

(iii) They do not have any blacklists with the Department of Public Safety.

(iv) The Arborfield Police Department’s Training Program must be completed by all individuals applying into the department through any method. No one should be granted the ability to patrol until this has been met, unless they are doing so in furtherance of their training.

1. This may be waived if an individual is reinstating into the department within 60 days of their previous employment within the department,
2. Employees that are classified as “lateral transfers” shall only be required to take an expedited training program determined by the Chief of Police.

SECTION 5

This legislation shall be effective immediately, however, Section 5(a)(iv)(2) shall be effective upon the Chief of Police creating an expedited training program. The Chief of Police shall create an expedited training program within 30 days of this legislation being signed into law.
