No, according to EO27 if you declare an official department reform, all rank regulations are voided during the time of the reformation with consent of the current Governor. I’ll like the executive order.

if the governor nominates someone who is below 3 ranks then they’re directly providing consent for them to be promoted. no reform needed.

I think he meant if one of the Colonels was nominated and confirmed, it would be illegal to have Mythric as F2 or F3 if the Superintendent wished so. In which case the governor would need to grant consent.
