Except SS, CRT,IO and FPS are not subdivisions. What is DHS without SS, CRT, IO and FPS? Nothing. DHS consists of SS, CRT, IO and FPS, DHS (And Firestone state security) can’t operate properly without any of these agencies.
However, I agree with the main point of your post. We need more definitive laws, that state what each department and it’s subdivisions do, all that stuff.

As a former SF operative I can confirm no operative has ever abused either tool. The only people who were given cuffs were POST Certified operatives like myself. On top of this, the citation book was never even used by SF due to it not even showing up in tools. I don’t know where or when the devs reached the assumption that SF were abusing cuffs and citation books and jumped to the conclusion they were, but it’s a false accusation.
It would be nice if we had two counties.
