Depending on how realistic you want to get, there are two options:
Option 1 (Less Realistic):
The Governor has a set amount of money at the start of the term they can use to pay executive employees, do events with, fund businesses… etc. No reason they should have to go out of pocket for this. There is no incentive to being a civil servant out of game. Being a press secretary or Chief of Staff is basically just for rank (useless no one cares about FS positions), but it has no in game monetary value. Also, this could incentive events, business contracts, etc.
Option 2 (Hyper Realistic):
The government has to pass a literal budget. Taxes, government pay, governor stipend, expenditure, etc etc etc all controlled by the government (obvious fed law to avoid congress giving themself hella pay [corruption still allowed, embezzling allowed but illegal]). Taxed money goes back into the pool, citations go into the pool, gas profits (we are saudi arabia)… etc…
before I see 10 “no1!1!11 taxes” comment, it wouldn’t affect gameplay, its not like inflation exists on Firestone (nor should it) so you can increase prices and pay.
all v3 suggestions, money should also be useful in v3 cuz in v2 its just cars
Unironically, I had posted something similar to this today. It would be a great idea to implement it statewide, with businesses having a business UI where all money made goes to, robbery of banks taking away money from said city, police departments having their own treasury to “buy” new vehicles & expand building…
Aigio had the system and it surprisingly worked without abuse, but it was super inefficient because it was connected to a Trello, but I’m sure someone could think of a good solution
